尼伯特颱風將來襲，中央氣象局預計連續發布海上及陸上颱風警報，昨（六）日台東縣府除府指示相關單位瞭解颱風動態，掌握颱風行進路線，及早透過廣播或電子媒體向民眾通報宣導外，並請各鄉鎮市公所加強應變，縣長黃健庭也希望縣民繼續提高警覺提前做好防颱準備措施，不要鬆懈，以免颱風帶來災害。

縣長黃健庭指示，有關單位注意颱風動態及行經路線，以便及早透過大眾媒體方式，通知民眾提早做好萬全防颱措施，應變中心特別指示台十一線與台九線沿海公路，請警察單位加強宣導遠離浪濤衝擊地區。

黃縣長呼籲農、林、漁、牧業者，要隨時提高警覺，注意周遭環境及颱風動態，防範颱風及豪雨可能帶來的危害並做好疏散避難準備與蔬果採收，以降低災害損失至最輕，為防範海難之發生，也指示縣府農業處透過漁業電台，務必將颱風訊息傳達至警戒區內作業船隻，以掌握颱風動態，並請東部地區巡防局協助勸離於危險警戒區海域作業船隻返航，對於故障船隻立即提供救援。
